Welcome remarks by the Commissioner General
I am delighted to welcome you to RRA’s website.
The first thing you will have noticed is our distinctive new logo, which is the central feature of our efforts to re-brand the RRA. The re-branding exercise is designed to give the RRA a fresh look and feel. The brand logo has been created as a distinctive and easily recognizable image that will allow taxpayers to quickly identify the organization.
We want the new brand to be synonymous with an emphasis on customer care. RRA has customers at both ends of the tax spectrum. Clearly, taxpayers are our customers and we must provide them with the efficient and courteous service to which they are entitled. Additionally, the Government and institutions like Parliament, expect us to deliver specifically on tax collection and accountability services. We can only meet our mandate if we facilitate taxpayers to comply with the laws and enforce against those who do not comply.
The new website is aimed at providing users with all the information they need to comply with the tax laws and fulfil their obligations as citizens. Here, you will be able to easily access the laws and regulations, download forms and access a variety of publications. You will be able to identify the relevant tax and customs officers and be able to contact the right person in the organization. You can file a complaint, report wrongdoings or make suggestions for service improvement. We very much want the website to be a two-way dialogue point between RRA and the public or the users.
Later on you will be able to file your tax returns and make your payments on line. Our plan is for you to be able to clear your goods at customs or make all your tax payments without having to come to RRA.
Although the term globalisation has become something of a cliché, the reality is that business has long ago breached national boundaries and everyone produces for wider markets in the 21st century. Rwanda is no exception to this trend and at RRA we realize we must facilitate taxpayers to trade across borders. The key areas of reform here are; the movement away from trade taxes to domestic taxes, common one-stop border posts with neighbouring countries, speedy electronic interfaces to track the movement of goods from source to destination and tax harmonisation.
All of these present challenges but RRA will meet these challenges as we are determined that Rwanda will play its role in the EAC and beyond.
