RRA extends deadline for declaration and payment of Trading License and Rental Income Tax

The Rwanda Revenue Authority (RRA) has extended the deadline for declaration and payment of trading license and rental income tax, which was due on January 31, 2021. The deadline has subsequently been extended to February 28th, 2021. This comes in the wake of new measures instituted by Government including a lockdown in City of Kigali issued to curtail the spread of the Covid 19 pandemic.

The extension of deadline for the taxes due was announced in a circular issued by the Commissioner General of Rwanda Revenue Authority, BIZIMANA Ruganintwali Pascal on January 27, 2021. Other temporary administrative measures were also announced in order to help businesses and taxpayers in particular to cope with the effects of the Covid 19 pandemic.

Considering that some businesses in Kigali have had to close doors due to the lockdown enforced in the City of Kigali and others still operating countrywide but with a slowdown in the number of customers and sales/cash flow, the tax Authority deemed it vital to facilitate taxpayers with access to a number of tax relief services and flexibility.

The Commissioner General of Rwanda Revenue Authority, BIZIMANA Ruganintwali Pascal said that the tax administration took this decision because it is inline with theme of supporting business for economic resilience and they also understand how businesses are struggling during these uncertain times of the pandemic, hence, facilitating them on some of the frequently needed services is vital.

“We understand that taxpayers are going through hard times especially due to the recently heightened measures by the Government to curtail the spread of the Covid 19 pandemic including the lockdown in City of Kigali, so we decided to facilitate businesses on some of the frequently needed services as our key partners. We wish to see businesses thrive not only economically but also health wise, we therefore considered their health too by limiting their movements while seeking some of these services,” said Ruganintwali.

Other measures introduced to help taxpayers cope with the effects of the pandemic include the extension of quitus fiscal 2020 validity; temporary suspension of strict debt recovery measures, customs comprehensive audits and motor vehicle ownership transfer services; and flexibility in customs operations.

Rwanda Revenue Authority was recognized by the African Tax Administrations Forum (ATAF) in November 2020 as the revenue authority with the most number of measures instituted to shield businesses and taxpayers from the effects of the Covid 19 pandemic in Africa. On another positive note, Rwanda has also been ranked in the sixth position globally as one of the best countries in its handling of the pandemic and its effects.
