Clearing agents undergo courses on customs and domestic taxes

Clearing agents play an intermediary role between customs administration and clients who are transporters, importers, exporters, and others using different customs offices. Silas Mushimiyimana, a clearing agent says the training is very important to him as a clearing agent since 2012. “This is really good for me; the training sharpens my mind and opens it to wiser model of operations. There are things changing in rules and procedures which we must know,” he said. Theogene Rukundo, the executive secretary of Rwanda Association of Freight forwarders association (RWAFFA) stated that technicians in the business of freight forwarding must deeply understand taxes in their totality as they deal with people who always seek guidance and advice from them. “Clients have strong confidence in clearing agents; that is why they must fully understand all the procedures and be aware of all necessary taxes in order to be able to offer good advice which saves the client from non compliance in customs but also benefit Rwanda Revenue Authority to collect necessary taxes due,” Rukundo pointed out, adding that it is impossible to advise without enough knowledge. Sonia Uwineza, from Training Institute of RRA said that the objective of the training is to enable the two bodies to speak same language. “The training objective is to enable our institutions speak same language, having common understanding. Some goods sold domestically are firstly imported, so as clearing agents you need to know all that mechanism and be able to explain to your clients,” Uwineza said. The customs administration works with 179 licensed clearing agencies.
