Tusabe hands over the Commissioner General’s office to Ruganintwali

Richard Tusabe officially handed over the Commissioner General’s office to Pascal Bizimana Ruganintwali on this Tuesday in the ceremony which took place at the Ministry of Finance and Economic Planning (MINECOFIN). The cabinet meeting which took place on 18 October 2018 designed Pascal Bizimana Ruganintwali as the new Commissioner General and Agnes Kanyangeyo as the Deputy Commissioner General. In the same statement, Tusabe Richard was appointed as the Director General of Rwanda Social Security Board, replacing Jonathan Gatera who directed RSSB for the last three years. Ruganintwali commended the higher administration of Rwandan government lead by H.E Paul Kagame, the President of Rwanda for entrusting him the headship of RRA. He also thanked Tusabe Richard for his visionary leadership over the last five years which placed RRA at a good pace as a tax administration, promising that he will build on existing strength and work towards further innovations to steer up the RRA. Tusabe leaves Rwanda Revenue Authority after five years as the commissioner general and three years as the deputy commissioner general. The outgoing CG, Tusabe thanked the government’s leadership, the ministry, taxpayers, former colleague at RRA and the board for having played a crucial role in his tasks as the Commissioner General, but especially his former deputy, Mr. Ruganintwali saying: “Pascal has been phenomenal.” Under the leadership of Tusabe at RRA, the institution positioned itself as a confident revenue collection authority, where it has surpassed the target for last three consecutive years, and embarked on ICT reforms aimed at improving tax compliance. Dr. Uzziel Ndagijimana, Minister of Finance and Economic planning who presided over the handover of RRA and RSSB’s bosses stressed that the two institutions are of pivotal in the economy of the nation, vowing full support of the government in their responsibilities. He also appreciated the contribution of RRA which is now 20 years old, saying it has played a pivotal role in the development of Rwanda, as revenue collected went more than twenty fold higher.
