Today 9^th January 2019 East African Revenue Authorities convened in Kigali for a 2 days’ workshop to share experience about Electronic Billing Machines (EBM). Rwanda has made an impressive progress in the use of EBM and other Revenue Authorities are here to learn from RRA. EBM was first introduced in Rwanda in 2013, by then EBM users were Nine Hundred (900) but today RRA counts twenty-one thousand eight hundred twenty (21,820) users! In his opening remarks, The Commissioner General for Rwanda Revenue Authority said that in the last seven years, there was a great improvement in VAT collections due to EBM use, from Two hundred ninety-four billion Rwf (294 billions) collected in 2013 when it was introduced to Six Hundred forty-nine billion Rwandan francs (649 billions) in 2018. VAT is the leading tax in Rwanda contributing 32% of the total tax collections East African Revenue Authorities are faced with many challenges in achieving their mandate and therefore have to come up with effective solutions to overcome them. Automation has become one of the best ways to improve efficiency in tax collection.  Since the challenges are the same, the way of solving them may differ due to the socio economic and political environment, Nevertheless, sharing of experiences of how individual Revenue Authorities approach these challenges remain very vital and provides a clue to possible solutions. This workshop was proposed by the East African Revenue Authority Commissioners General meeting that took place on 17th and 18th July 2019 in Zanzibar which requested Rwanda to host this workshop and share their journey on implementing Electronic Billing Machines.
