RRA, RCA and NCCR put hands together to empower cooperatives

This Wednesday 4th December, a memorandum of understanding has been signed between Rwanda Revenue Authority, Rwanda Cooperative Agency and the National Cooperatives Confederation of Rwanda. This is in line with the Government policy of encouraging Rwandans to engage in cooperatives and promote national self-reliance that will help to attain 2020 vision; and the need of the parties to strengthen the partnership in capacity building, promotion and regulation of cooperatives. RRA, RCA and NCCR agreed to enter into this memorandum of understanding, to partner in revenue mobilization and tax sensitization among cooperatives.

This partnership will essentially consist in building capacity of Cooperatives in areas related to tax laws and regulations, and exchanging required information related to cooperatives.

As part of implementation of this partnership agreement, RRA will have responsibilities of Build capacity of Cooperatives in areas related to tax laws and regulations as well as to enable members to execute their tax responsibilities more professionally, and Initiate participatory education, courses, seminars and training programs on taxes amongst cooperative members and their employees. The Tax Administration will provide tax advisory services to cooperatives members and their employees, to ensure that they fully understand the taxation procedures. In this regards, the National Cooperatives Confederation of Rwanda will identify training gaps within the cooperative members, and communicate to RRA in order to arrange necessary training on time.

Responsibilities of Rwanda Cooperative Agency will emphasise more on Cooperatives Registration and facilitating in some administration issues The Agency will also classify on regular basis cooperatives according to their activities such that it would be easy for RRA and NCCR to locate and identify sector specific challenges and arrange for solutions on time.

If every part fulfil his responsibilities, there’s no doubt that this partnership will be of a great contribution in improving cooperatives productivity, and increase tax compliance for Cooperatives members.
