Custom reforms

  • Introduction of None intrusive mobile scanners. Three cargo mobile scanners have already been delivered and deployed at Gikondo dry port, Gatuna and Rusumo border posts in 2010. Introduction of mobile cargo scanners reduced clearance time and Cost because Scanned goods are not offloaded into warehouses unless there is suspicious and manual physical inspection is minimised.
  • It was introduced in response to the global development regarding trade supply chain security and trade facilitation, as embodied in various global security initiatives from various organizations, such as the World Customs Organization and East African Customs Union.
  • Introduction of Asy-scan. This is the Electronic Submission of Declaration with attached documents to customs. It reduced clearance time and increased online monitor of goods and integrity. it was implemented at inland Offices (Gikondo, Kanombe air port, petroleum dept and SDV ICD) since February 2010 respectively.
