Provincial Taxpayer Appreciation Concludes in the Southern Province
The 22nd Provincial Taxpayer Appreciation events concluded in the Southern Province, where taxpayers were encouraged to enhance the use of Electronic Invoicing System (EBM). The events were held under the theme: “My EBM, My Contribution.”
The ceremony took place at Intare Business Center in Huye District on November 15, 2024. The Mayor of Huye District, Ange Sebutege, commended the collaboration between the private sector, the Rwanda Revenue Authority (RRA), and local government institutions in fostering business growth and efficient tax collection. He also emphasized the government's dedication to citizen-centered governance.
RRA Deputy Commissioner General, Dr. Innocent Murasi, highlighted the significance of the taxpayers appreciation day as a celebration of achievements made possible by taxpayers.
“Today, we are here to acknowledge and applaud your contributions. The goals we achieved and the taxes we collected were possible because of you. You deserve to be appreciated,” she said.
Several initiatives were implemented during the 2023/24 fiscal year to support taxpayers, including legal reforms, ministerial orders, and digital transformation initiatives.
In Domestic Tax Revenue, the Southern Province ranked third, collecting RWF 63.31 billion, achieving 89.2% of its Rwf 71.01 billion target. This represents a 2.2% increase compared to the 2022/23 fiscal year. In Local Government Taxes, the province also ranked third, collecting Rwf 11.5 billion against a target of Rwf 11.9 billion, achieving 96.7% of its target. However, this marks a -4.0% decline compared to the 2022/23 fiscal year.
Dr. Murasi emphasized the visible impact of collected taxes, which is a source of pride for all stakeholders.
Dr. Celestin Kubumwe, Chairperson of the Private Sector Federation in the Southern Province, expressed gratitude for the recognition given to taxpayers. He described the event as a unique opportunity to honor compliant private sector actors.
“We extend our gratitude to His Excellency President Paul Kagame for his unwavering support to the private sector, including initiatives that have rescued many businesses and enabled them to contribute to nation-building. This has fostered a conducive environment with sound policies and security for the private sector,” he said.
He assured continued collaboration to enhance tax compliance and promote EBM use.
“The EBM is not a tax; it is a system that tracks sales and purchases. Do not fear it. We will continue encouraging the private sector to use EBMs and request EBM receipts from suppliers and service providers,” he added.
Southern Province Governor Kayitesi Alice applauded the private sector for embracing transparency and effectively using EBMs. She reaffirmed the government’s commitment to working with RRA and the Private Sector Federation (PSF) to expand business opportunities, address challenges, and drive economic growth.
She noted that the theme, “My EBM, My Contribution,” aligns with the second phase of the National Strategy for Transformation (NST2), which prioritizes advanced technology adoption in public and private sectors, aiming for 100% integration in government services.
“The importance of EBMs aligns with RRA's efforts to integrate technology into its operations, ensuring reliable data for businesses and tax administration. Let’s make EBM usage a shared responsibility for traders and consumers alike, as we now have a reward for the VAT paid,” she added.
For the 2024/25 fiscal year, RRA has been given a target to collect Rwf 3,061.2 billion, representing 54% of the national budget of Rwf 5,690.1 billion. Strategies to achieve this target include, strengthening EBM adoption, combating smuggling, particularly of alcohol and second-hand clothing and increasing awareness about tax evasion and EBM misuse.
