Rwanda Electronic Single Window (ReSW)
The Rwanda Electronic Single Window (ReSW), launched in 2012, streamlines international trade by simplifying customs and trade processes. It reduces clearance times and trade-related costs by enabling efficient information sharing among government agencies and the trading community. ReSW allows traders to submit a single declaration covering all regulatory requirements, ensuring transparency, speed, and better trade facilitation.
ReSW is evolving into a system which aims at streamlining trade processes and enhance efficiency.
ReSW is evolving into a Single Transactions Portal, a centralized web-based platform providing seamless access for all trade-related government agencies. This upgrade will further reduce costs, eliminate duplicate efforts, and enable real-time data sharing, simplifying the entire trade process.
Since its implementation, ReSW has significantly impacted Customs in different ways.
- Imports: Average clearance time dropped from 2 days 18 hours to 1 day 15 hours (40% reduction).
- Exports: Clearance time fell from 2 days 16 hours to 1 day 4 hours (55% reduction).
These improvements were driven by enhanced communication among border agencies and streamlined customs processes.
ReSW is used by users authorized by the tax administration.
Authorized users include:
- Customs Officers: For customs clearance management.
- Public Officials: From regulatory bodies managing trade processes.
- Customs Agents: Handling customs declarations on behalf of traders.
