Other Fees

These are the fees levied for specific administrative services offered by decentralized entities, such as permits, certifications, and land services etc.

Who pays?

Citizens or businesses requesting these services.

Rate

Fees vary depending on the type of service provided.

Services and certificates exempt from fees include the following:

A. Services and certificates exempt from fees 

The following services and certificates are exempt from fees:
a) The service of transfer of ownership on immovable property;   
b) Certificate of ownership on land issued by the land committee;  
c) Certificate of land registration;
d) Authorisation for renovation of a building; 
e) Authorisation for rehabilitation of a building; 
f) Authorisation for erection of a fence around a building; 
g) A building permit in rural village;  
h) A certificate of life;  
i) A death certificate;  
j) Authorisation for producing wood charcoal, clay bricks and tiles burning;  
k) Authorisation for forest harvesting; 
l) A guardianship certificate.

B. Vehicles and boats exempt from fees levied on public parking
The following vehicles and boats are exempted from fees levied on public parking:  
 a) Vehicles or boats owned by the State, its institutions and projects when they have their number plates; 
b) Embassy vehicles or boats;  
c) Vehicles or boats of the United Nations affiliated international organisations and other international organisations having specific agreement with the Government of Rwanda;   
d) Special vehicles designed for persons with disabilities.

Declaration of these fess is made through the Rwanda Automated Local Government Taxes Management System or through designated electronic channels.

Payment: After declaration, the payment can be made through various methods including Mobile Money, Airtel Money, MobiCash, Internet Banking or Mobile Banking.

Failure to pay these fees may lead to denial of service or additional administrative fines​.

Public Domain Use: Fees for services like public parking and market access.
Service-Related Fees: Charges for certificates, permits, authorizations.
Special Fees: Fees for activities like advertising, transportation, forest product use.
Other fees: These are the fees and administrative fines that can be collected by decentralized entities according to any other Rwandan law.
