Registration of a new Motor vehicle

A new imported motor vehicle is the one that has not been previously registered with RRA. Registration of a new/imported motor vehicle is done at Gikondo in Customs Services Department (CSD) and at Dubai Port World (DPW) at Masaka.

Registration takes place after the payment of all customs duties and fees regarding the imported motor vehicle confirmed by release order issued by the Customs Services Department. In this case the registration fees are included in the customs duties and fees paid.

If the taxpayers benefit from the installment payment plan for the customs duties and fees, the registration fees for motor vehicle registration are paid separately.

The requirements include:

  • The owner of the vehicle must possess and present a TIN,
  • One passport size photo (only for individuals).
  • For companies, a trading License (full RDB registration certificate) must be presented, for other organizations official documents must be presented including (RGB registration certificate for non-government organizations and RCA Certificate for cooperative agencies and other official documents for diplomats and other Government agencies must be presented.
  • A copy of National Identity Card or Passport, (ensure that the TIN coincide with the Identification given during the declaration in order to avoid registration with wrong information)
  • Stamped Motor vehicle  registration form issued by the Customs department.  customs declaration for imported motor vehicle/DMC
  • Supplier’s invoice
  • Arrival notice
  • Bill of lading
  • T1 form
  • A checking form bearing the company stamp (for locally assembled motor vehicles/ installment payment plan)
  • A customs release order and a payment slip which acts as proof for payment of registration fees.

For this category of motor vehicles, the requirements are the same as for the new imported motor vehicles from outside the country except the T1 form, which is replaced here by the temporary importation card (Carte d’entrée).
Also, the Exit confirmation form from Export Unit/Department is needed.

When it comes to changing a vehicle model, this requires to to pay the customs duties related to the changes made (e,g: A  pickup vehicle changed into a tourism JEEP, in case the changes were made within Rwanda or outside the country, the vehicle should be taken to the Customs Services in order to clear all the customs duties related to the changes made on the vehicle (value added). Upon reception of the customs release order, the vehicle owner gets a new/edited yellow card which reflects the current vehicle model.)

The requirements are the following:

  • Motor vehicle registration form with a passport photo in case the applicant is an individual. In case the applicant is a company, NGO or cooperative, the passport photo is not needed.
  • Stamped Motor vehicle declaration form issued by the Customs department/DMC.  
  • Purchase invoice (EBM Invoice). The Purchase invoice (EBM invoice) in not required in case the importer of the locally assembled motor vehicle is the final user.
  • Copy of ID /passport for the buyer in case of individuals and RDB certificate for companies, RGB certificate for NGOs and RCA certificate for Cooperatives or other relevant documents.

 
After fulfilling the above requirement, the applicant is provided with the motor vehicle registration card and the number plate for the motor vehicle in case he or she does not have an existing one. If the owner of the new registered motor vehicle has other existing number plate (s) s/he will have the right to choose among the existing ones.

Upon Customs release order, the applicant presents his/her application through ReSW. This process involves the following requirements:

  • The owner of the vehicle must possess and present a TIN,
  • One passport size photo (only for individuals).
  • For companies, a trading License (full RDB registration certificate) must be presented, for other organizations official documents must be presented including (RGB registration certificate for non-government organizations and RCA Certificate for cooperative agencies and other official documents for diplomats and other Government agencies must be presented.
  • A copy of National Identity Card or Passport, (ensure that the TIN coincide with the Identification given during the declaration in order to avoid registration with wrong information)
  • Stamped Motor vehicle registration form issued by the Customs department.  
  • customs declaration form for imported motor vehicle/DMC
  • Supplier’s invoice
  • Arrival notice
  • Bill of loading
  • T1 form
  • A checking form bearing the company stamp (for locally assembled motor vehicles/ instalment payment plan)
  • Payment slip which acts as proof for payment of registration fees.
  • A letter from the RRA Commissioner for Customs Department permitting the taxpayer a temporary import regime and customs duties write off for that particular motor vehicle.
  • A Guaranty letter issued by an insurance company, a bank or the employer (for the individual). The guaranty letter mentions the amount of tax and duties guarantied.
  • Letter from MINAFETT requesting for plate number (For UN, CD,CMD and CC )
  • Or other relevant documents from competent authorities.

After the motor vehicle registration, the owner is provided with the following:

Number plate and Vehicle registration card (carte jaune).

In case the buyer of a temporary registered motor vehicle qualifies for temporary import regime, the following are the requirements:

  1. The owner of the motor vehicle with temporary imported regime should inform RRA/Customs Department in a written letter about the end of his/her motor temporary regime and requesting for give back his/her number plate and yellow card (carte jaune).
  2. Upon receipt of the response from Customs Department, the  motor vehicle owner has to return the “IT” number plate to RRA and a valid vehicle registration card (carte jaune) .
  3. The vehicle owner must receive inactivity certificate confirming return of number plates and vehicle registration card (remise).
  4. Upon receiving the inactivity certificate and the motor vehicle, the new motor vehicle buyer should initiate his/her request to the RRA Customs Department through ReSW for the new Temporary regime in his name.

In case the buyer wants the motor vehicle to be consumed (to have a private number plate) the requirements remains are the following:

  • Inactivity certificate
  • Customs Release order A copy of National Identity Card or Passport, (ensure that the TIN coincide with the      Identification given during the declaration in order to avoid registration with wrong information)
  • The owner of the vehicle must possess and present a TIN,
  • One passport size photo (only for individuals).
  • RDB certificate for companies, RGB full registration certificate for non-government organizations and RCA Certificate for cooperative agencies and other relevant official documents issued by competent authorities.

If you need this service, you are required to apply for it online through E-tax. The process involves the following requirements:
Vehicle with IT/GP plate numbers should pay all customs duties.
In case the auctioned motor vehicle has the Government of Rwanda (GR) Number plate, the following are the requirements:

  • Sales agreement
  • Ownership transfer from the Ministry of Infrastructure (MININFRA)
  • To whom it may concern from RRA/Finance Department
  • Previous physical file of the vehicle
  • Checking form from the Revenue Investigation and and Enforcement Department (RIED)
  • ID/Passport of the buyer (individual), RDB registration certificate for companies, RGB registration certificate for NGOS and RCA registration certificate for cooperatives
  • Passport photo for individual/ Stamp for the companies, NGOs and Cooperatives
  • TIN of the buyer
  • Public auction report
  • Proof of payment for the public auction


For motor vehicles with Rwanda National Police Number plate (RNP), the requirements are the following:

  • Sale contract from RNP
  • Public auction report
  • To whom it may concern from RRA/finance
  • Checking from RIED
  • ID/Passport of the buyer (individual), RDB certificate for companies, RGB for NGOS and RCA certificate for cooperatives
  • Passport photo for individual/ Stamp for the companies, NGOs and Cooperatives
  • TIN of the buyer
  • Proof of payment for the public auction


FOR motor vehicles with the Rwanda Defense Forces (RDF) number plates, the requirements are the following:
The requirements are the following:

  • Sale contract from MoD
  • Public auction report
  • Checking from RIED
  • ID/Passport of the buyer (individual), RDB registration certificate for companies, RGB certificate for NGOS and RCA certificate for cooperatives
  • Passport photo for individual/ Stamp for the companies, NGOs and Cooperatives
  • TIN of the buyer
  • Proof of payment for the public auction
  • Release note from the Ministry of Defense (MoD).


All vehicles with suspension regime (IT/GP/UN/CD, CMD, CC, RL, IT) must first pay customs taxes and duties (Consumption regime).

After being consumed, below are the requirements for registration of the above vehicles:

  • Declaration with print release order
  • Motor vehicle form filled from Rwanda Electronic Single Window (ReSW)
  • Sales contract
  • ID/Passport of the buyer (individual), RDB certificate for companies, RGB certificate for NGOS and RCA certificate for cooperatives
  • Arrival notice issued by the bonded warehouse

 
In case the auctioned motor vehicle is owned by private individuals (the motor vehicle  registered in RDB as mortgage), to apply for motor vehicle registration, you must fulfill the following requirements:

  • Certificate of registration of movable asset issued by RDB
  • An approval to the auction (Permit to sale) delivered by the Rwanda Development Board (RDB)
  • Sales agreement signed by the appointed receiver
  • Auction statement signed by the appointed receiver
  • Auction report signed by appointed receiver                                          
  • Tax Identification Number of the buyer; 
  • The buyer’s National Identity card /passport (for individuals), RDB certificate for companies, RGB for NGOs, and RCA certificate for cooperatives.

 
After fulfilling the above requirements , the new motor vehicle owner receives an appointment notification by SM/ Email to pick his/her number plate.
If the new owner of the motor vehicle has an existing number plate (s) s/he will have the right to choose among the existing ones.                                                                                                                           

A personalized number plate represents a number plate with customized names such as owner’s real names, miss Rwanda, etc.
If you have a newly imported motor vehicle and want a personalized number plate, you must present to RRA a Customs release order and a payment slip for registration fees and other custom duties.

  • You must write to the RRA Assistant Commissioner in charge of Registration, Filing and Payment via E-Correspondence System https://ecms.rra.gov.rw/home? requesting for personalized number plate of your choice not exceeding eight digits e.g: (Bora 007).
  • Upon receipt of RRA positive response, you must make a payment of  FRW 5,000,000, and go to RRA Head Office to pick the number and the motor vehicle registration card.
  • In case your motor vehicle is already registered, you must first of all write to the RRA Assistant Commissioner in charge of Registration, Filing and Payment via E-Correspoendence Systme https://ecms.rra.gov.rw/home? requesting for personalized number plate of your choice not exceeding eight digits e.g: (Bora 007).
  • After receiving a positive response from the RRA, you will be requested to make a payment of FRW 5,000,000. Following this, you will be requested to return the old number plate and registration card to RRA and then-after acknowledge and receive a personalized number plate.
