Other Motor vehicle services

Here you will find information related to change chassis, off-road , back road, change of IT,UN,CD,CMD number plates, request to put/remove caveat on a motor vehicle, request for duplicate of old/ damaged number plate or vehicle registration card, request for duplicate in case of lost/stolen number plate/vehicle registration card and request for modification of information captured in the motor vehicle registration card.

Basically, a chassis is regarded as a vehicle. Therefore, changing it involves the following process:

  1. The chassis owner has to inform RRA /Commissioner for Domestic Taxes in writing the reasons why s/he wants to change the chassis with attachments. In case of the motor vehicle accident, the chassis owner should attach to the letter the Rwanda National Police/ Traffic report, the vehicle inspection report from Rwanda National Police in case of damage of the chassis.
  2. The chassis owner must present EBM invoice for the new purchased chassis.
  3. Upon reception of the RRA written response, the owner of the vehicle presents the letter to Revenue Investigation and Enforcement Department (RIED) Department to be facilitated for this process.
  4. The RIED officer makes a physical verification to confirm the embedded chassis on the vehicle

The purpose for off-road (Inactivity) is to avoid continuous accumulation of tax for the relevant motor vehicle when it is essentially in non-operation due to accident, mechanical factors, etc. The applicant for Inactivity /suspension (off-road) is required to submit the following documents to RRA Headquarters in Kigali and RRA offices in The Provinces:

  • The number plate and motor vehicle registration card
  • In case the motor vehicle is not for commercial purpose, the insurance statement for 5 years is required, and 1year insurance in case the motor vehicle is for private use.
  • The applicant should have no tax arrears on his/her tax account
  • In case the applicant is represented, a power of attorney is required.
  • After the suspension of the motor vehicle in the E-tax system, RRA issues a suspension certificate to the applicant.
  • In case the motor vehicle is back in circulation, the owner must present to RRA the original suspension certificate (inactivity certificate).

In this case, the application is only submitted to RRA by the Automobile Inspection Department of the Rwanda National Police. The application should include the following documents:

  • A written request addressed to the Commissioner General/RRA to end chassis of the destroyed motor vehicle.
  • The motor vehicle inspection report.

If the motor vehicle owner has no tax liability, the applicant is required to present to RRA the number plate and the motor vehicle registration card (carte jaune) for the completely damaged motor vehicle.
In case the motor vehicle owner has tax liability, he/she is required to pay all the outstanding tax arrears.
After the end of chassis of the motor vehicle, the owner receives inactivity certificate (end of chassis certificate).

The purpose for back-road is to re-activate the motor vehicle registration that was previously suspended in RRA’s E-TAX system.
In this case the motor vehicle owner submits his/her application to RRA Headquarters in Kigali or RRA offices in Provinces requesting to re-activate the suspended motor vehicle. The application should include the following documents:

  • An application letter addressed to the Commissioner for Domestic Taxes
  • Original Inactivity certificate
  • Proof of payment of 30.000Rwf (for vehicles) and 15,000 Frw  (for Motorcycles ) for Number plate and  5,000 Frw motor vehicle registration card (carte jaune).
  • The physical checking of the vehicle must be done to confirm the motor vehicle chassis.

After all the back-road processes, the vehicle owner is given back the motor vehicle number plate.

1.     Motor vehicle with IT number plate
The motor vehicle owner must present to any RRA office, in Provinces and RRA Headquarters in Kigali, the following:
 

  • The Custom declaration form for the motor vehicles with IT number plate
  • The IT number plate must be valid. If not valid, the approval from RRA Customs Department is required.
  • The motor vehicle owner tax account must be free of any tax liability.

After fulfilling the above requirements, the motor vehicle owner receives inactivity certificate.
Upon receiving the inactivity certificate, the motor vehicle owner can proceed with the further steps which may be motor vehicle registration or re-export.
 
2.     Motor vehicle with CD/CMD/UN number Plates
The motor vehicle owner must present to any RRA office, in Provinces and RRA Headquarters in Kigali, the following:

  • Return to RRA the motor vehicle number plate and registration card (carte jaune)
  • Upon receiving the inactivity certificate, the motor vehicle owner can proceed with the further steps which may be motor vehicle registration or re-export.

To put a caveat on a motor vehicle means to formally register a legal notice or warning with the relevant authority indicating a potential claim, interest, or objection regarding the ownership or status of the vehicle for various reasons.
This happens upon request by a court bailiff, an advocate, spouse, public/private institutions or the owner him/herself.
 
A. Request by court bailiff/advocate
The applicant must write to RRA Assistant Commissioner in charge of Registration, Filing and Payment through E-Correspondence system https://ecms.rra.gov.rw/home?lang=en requesting to put or remove caveat on a motor vehicle. The letter should have the following attachments:

  • A court ruling with power of execution
  • A signed contract with his/her client)
  • A valid professional card

 
Once all the criteria are fulfilled, the applicant receives a written notification via email about his/ her request.
 
B.  Request by spouse
The applicant must write to RRA Assistant Commissioner in charge of Registration, Filing and Payment through E-Correspondence https://ecms.rra.gov.rw/home?lang=en requesting to put or remove caveat on a motor vehicle. The letter should have the following attachments:

  • A court ruling with power of execution
  • National ID

Once all the criteria are fulfilled, the applicant receives a written notification via email about his/ her request.
 
C. Request by public/private institution

The applicant must write to RRA Assistant Commissioner in charge of Registration, Filing and Payment through E-Correspondence system https://ecms.rra.gov.rw/home?lang=en requesting to put or remove caveat on a motor vehicle.
Once all the criteria are fulfilled, the applicant receives a written notification via email about his/ her request.
 
D. The owner him/herself

The applicant must write to RRA Assistant Commissioner in charge of Registration, Filing and Payment requesting to put or remove on his/her caveat on a motor vehicle with valid reasons.
 
Once all the criteria are fulfilled, the applicant receives a written notification via email about his/ her request.

The applicant/motor vehicle owner presents to any RRA Office the following:

  • The old & damaged number plate and registration card
  • Present the copy of National identity card
  • Power of attorney if represented
  • Payment of 5,000Frw for duplicate of motor vehicle registration card and 30,000frw for duplicate number plate. The payment is done at a recognized bank or through e-payment (Mobile Money, Internet banking, MobiCash)
  • After approval of the applicant’s payment in the system, the applicant immediately receives the motor vehicle registration card and the number plate.

The applicant /the motor vehicle owner must first of all obtain the motor vehicle ownership certificate from any RRA office. The applicant must present to RRA staff in charge the following:

  • A declaration of loss issues by relevant authority. The owner must present his/ her National Identification card
  • Power of Attorney if represented
  • Payment of 5,000Frw for duplicate of motor vehicle registration card, 1,000frw for ownership certificate and 30,000frw for duplicate of number plate. The payment is done at a recognized bank or through e-payment (Mobile Money, Internet banking, MobiCash).
  • The applicant must avail his/ her motor vehicle for the RRA/ RIED officer in charge for physical check in order to ensure that the motor vehicle chassis remains the same.
  • Upon the approval of the motor vehicle physical check by the RIED officer, the applicant receives the requested plate number and registration card.

This happens in a situation when motor vehicle registration card contains wrong information or the owner changes information.
The applicant must present a written request to RRA Commissioner in charge of Registration, Filing and payment through E-Correspondence system https://ecms.rra.gov.rw/home?lang=en requesting the modification of information captured in his/her motor vehicle registration card. The request should have the following attachments:

  • The motor vehicle registration card
  • Copy of National ID

After review and approval of the applicant’s request, he/she is required to pay 5,000frw of the duplicate motor vehicle registration card. The payment is done at a recognized bank or through e-payment (Mobile Money, Internet Banking, MobiCash).
 
Upon approval of the applicant’s payment, he/she receives the corrected motor vehicle registration card.
